The challenge
Where the operator started and what actually made it hard.
The directory ranked well city by city, which was the whole business. Any rebuild that changed URLs or crawlability carelessly would have cost that. At the same time the mainstream processor had flagged the account, and the Online Safety Act meant an age gate was no longer optional.
Moderation also needed a proper footing. Hosting listings and facilitating are different things under the Sexual Offences Act 2003 s.53, and the moderation policy had to reflect that in the product, not just in a document.
